The only mod I know of that allows you to is this one: There is a 'Expand no roof area' tool in the orders section which allows you to remove constructed/thin roofs, but it will not apply to overhead mountain. There are different types of roof and one of them is called 'overhead mountain'. Wind turbines need plenty of vertical space to produce electricity, so you’ll want to build them so their catchment area (you’ll see it highlighted when you try to place it) lies as much as possible on top of solar panels or growing zones, which fit underneath them (unless you’re growing trees).
